+ Abstract

Shortage of water for supply to megacities as well as unacceptable deterioration of its quality in the distribution water supply network may lead to social and economic implications that let one consider such phenomena as emergencies. The main causes of water supply disruption in megacities are abnormal droughts and floods which tend to show enhanced severity and frequency in the climate warming period. To prevent this, the development and implementation of hydroclimatic projects are required towards adapting the megacities’ water supply system to the changing conditions. This pressing task can be solved only through the construction of water-resource logistic routes used to provide interregional redistribution of water resources. Floodwater which should be discharged to avoid floods that cause significant economic and environmental damage is to be exported. The term “mobile water resources” is proposed to denote water that can be moved to another region without environmental damage. The volume of water should be determined based on the results of a special hydrological investigation carried out taking into account the long-term dynamics of river runoff. To ensure the sustainable operation of water-resource logistic routes, it is necessary to arrange water depositories designed for the accumulation and storage of mobile water resources. This requires modernization of the existing storage pools and the creation of new artificial water bodies. The financial costs required for the construction of water-resource logistic routes will not exceed the damage that could result from emergencies due to water supply disruptions in megacities. At present, interregional water redistribution is practised in many countries. Some of such hydroengineering systems have a transborder character. They form a basis for the international water-resource market. Exporting countries not only benefit financially from selling water but also strengthen their geopolitical position. If the Russian Federation, which has extensive mobile water resources, creates water-resource logistic routes, it can become one of those states.
