Climate Adaptation Projects: Ensuring Ecological Safety in Emergency Situations and Solving Engineering-Geological Problems

+ Abstract

In the context of global warming, the importance of developing climate adaptation projects aimed at ensuring the well-being of the population in changing environmental conditions is demonstrated. A general definition of the term "climatogenic emergency" is provided. The importance of research in engineering geology for minimizing the negative consequences of these events is substantiated. The key attributes of climatogenic emergencies are considered to be: inevitability, global prevalence, predictability (seasonal periodicity), development patterns, frequency of occurrence and increase in the impact of negative factors, and their irreversibility. Climate change is inevitably accompanied by the emergence of a range of hazardous geological processes and phenomena. For this reason, the development of climate adaptation projects must consider both long-term trends in hydrometeorological indicators and changes in the structure and properties of the surface layers of the Earth's crust. The term "critical climate vulnerability" is proposed to denote objects with a high risk of destruction and degradation due to climate change. Five types of climate adaptation projects are identified: urban climate projects, technological climate projects, agroclimatic projects, natural climate projects, and structural-organizational projects. Urban-climatic adaptation projects ensure the maintenance of favorable living conditions for the urban population, while adaptation techno-climatic projects ensure the operation of engineering systems, transportation, and other infrastructure. Agroclimatic adaptation projects prevent the loss of crops and livestock, and natural-climatic adaptation projects preserve natural features. Structural-organizational adaptation climate projects include changes to the distribution of settlements necessary in conditions of global warming and stimulation of new activities that provide employment and adequate income. All types of climate adaptation projects are proposed to be considered as actions for the practical implementation of the concept of sustainable development. The need for specialized engineering-ecological surveys in the development of climate adaptation projects and activities aimed at creating "adaptive cities" is substantiated.
